EU customs from 1 November 2026: what changes for your haul

Short answer: a few euros more per haul. It is not a ban, parcels keep arriving, and agents already handle the paperwork for you.

✅ Worry level: low. Budget about €5 per item type.

What is happening

1 July 2026 · already in force

€3 customs duty

On every parcel up to €150 from outside the EU. It is counted per item type, not per piece: 5 T-shirts = one €3, a T-shirt and a watch = €6. It has been running for 3 months and hauls still arrive normally.

About 1 November 2026

€2 handling fee

A new EU customs fee on goods bought online from outside the EU. Most sources say it is also counted per item type (one says per parcel). It pays for customs checks. The exact start is 10 days after it is published in the EU's Official Journal.

July 2028

The €3 rule ends

The temporary €3 duty runs until the EU's new customs data hub is ready, planned for 2028. After that, normal duty rates per product apply again.

What people get wrong

❌ Myth

"From November, EU customs will find and seize every rep."

✅ No source for this. It comes from TikTok captions, not from the EU. The November rules add a fee and product codes. There is no new anti-counterfeit law. The rules for seizing fakes (EU Regulation 608/2013) stay exactly as they were.

❌ Myth

"Every parcel will be opened."

✅ Customs cannot open billions of parcels. Checks stay risk-based: scanners and targeted checks when something looks wrong. For scale: in 2024 EU customs held about 20 million fake articles at the border, out of roughly 6 billion small parcels.

❌ Myth

"It's the end of reps."

✅ The €3 duty started in July and people kept shipping all summer. November adds €2 per item type. That is a price change, not a stop.

❌ Myth

"You will get a big bill at your door."

✅ The EU now makes the seller or importer pay, not you at the door. On a tax-included agent line the cost is already in your shipping price.

Counted per item type as most sources read the rules. If the €2 turns out to be per parcel, the November column is lower (€2 per parcel instead of €2 per item type). Your country's normal VAT applies on top, as before.

Is the EU banning parcels from China on 1 November 2026?

No. From about 1 November 2026 the EU adds a €2 customs handling fee on goods bought online from outside the EU. Parcels still arrive. It is a cost, not a ban.

How much more will my haul cost?

Usually a few euros. Since July 2026 there is a €3 duty per item type on parcels up to €150. From November a €2 handling fee is added, so about €5 per item type. A hoodie, jeans and sneakers haul is about €15 in total.

Do I pay the fee to the courier at my door?

Normally not. The EU makes the seller or importer liable. On an agent's tax-included EU line the forwarder pays it and adds it to your shipping price.

Will customs seize more reps after November?

The November rules do not change seizure rules. There is no new anti-counterfeit law, and checks stay risk-based. Branded goods could always be seized. Over the next years better customs data may make checks a bit smarter, so a good shipping line still matters.

Is it the end of reps in Europe?

No. The €3 duty started in July 2026 and hauls kept arriving. November adds a €2 fee per item type and product codes on the paperwork. It costs a few euros more, it does not stop parcels.

Which agents handle the new fee?

Agents with EU tax-included lines, such as KakoBuy, already pay EU duties for you since July and are expected to add the €2 fee to those lines. Check your agent's announcements for the new prices.
